Governance System
The governance system is decentralized, and the levels of government are represented as follows:
- National Level: Exercises authority to protect Sudan's national sovereignty and territorial integrity, while promoting the welfare of its people.
- State Level: Exercises authority at the state level across Sudan, providing public services through the level closest to the citizens.
- Local Level: Exists throughout all parts of Sudan; there are 17 states in Sudan.
The Capital
Khartoum, which consists of three cities:
- Khartoum: The political capital.
- Omdurman: The national capital.
- Khartoum Bahri: Considered the industrial capital.
Airports, Airstrips, and Ports
Sudan has 17 airports, including 6 international airports, the largest of which is Khartoum International Airport (studies are currently underway to relocate and reconstruct it). There are 11 domestic airports distributed across Sudan's states, such as Atbara and El Fasher. Additionally, there are currently 63 airstrips located in various parts of the country.
The Red Sea is Sudan's maritime gateway to the outside world, featuring the ports of Port Sudan, Suakin, Ossif, and Bashayer. The Red Sea coast is characterized by coral reefs that host various species of rare marine life.

Central Darfur, East Darfur, River Nile, Khartoum, Gezira, Gedaref, Red Sea, Northern State, Kassala, South Darfur, White Nile, West Kordofan, Blue Nile, North Kordofan, West Darfur, North Darfur, Sennar.
Administrative Division
The Constitution stipulates that Sudan is a decentralized republic consisting of states. At the level of each state, legislative, executive, and judicial bodies are established to perform their duties in accordance with the Constitution.
The executive branch of the state is headed by a Governor (Wali) elected by the citizens of the state. The Governor appoints the State Council of Ministers in accordance with the state constitution. There is also a State Legislative Council and state judicial bodies.
Regarding the states of South Kordofan and Blue Nile, the conflict agreement concluded between the two parties of the Comprehensive Peace Agreement (CPA)—the National Congress and the Sudan People's Liberation Movement—applies to them. Meanwhile, the Abyei Area is granted a special administrative status under the supervision of the Presidency of the Republic.
